兩內地男子涉高利貸被拘
2024年7月5日，本局接獲治安警察局轉交一宗涉及高利貸及不當扣留證件的案件，隨即派員跟進。
經本局博彩罪案調查處調查，查悉男事主於7月4日晚上7時，在新口岸區某娛樂場向兩名涉案內地男子借款15萬港元賭博，雙方約定，無論輸贏，賭局結束後需還款19萬港元，其中4萬港元為利息。賭博期間，每當男事主贏錢，涉案男子都會從中抽取部分籌碼作為利息。兩名涉案男子全程監控賭博過程，直至當晚10時，男事主輸光所有款項，期間抽取約3千港元利息。
隨後，涉案男子扣起了男事主的身份證和通行證作為抵押，要求其還款後才歸還。因無法立即還款，男事主在娛樂場門外向治安警員求助，治安警員隨即將兩名涉案男子截獲，連同事主送交本局跟進。
本局根據調查所得，以為賭博的高利貸罪及不當扣留證件罪將兩名涉案內地男子移送檢察院偵辦。
Two mainland men arrested for usury
On 5th July 2024, the Public Security Police Force referred a case of usury and inappropriate detention of identification documents to the Judiciary Police who immediately assigned officers for follow-up.
Investigation by the Economic Crimes Division of the Judiciary Police revealed that, at 7pm of July 4th, the male victim had borrowed HKD150,000 for gambling from the two involved mainland men in a casino at ZAPE. Both parties agreed on the repayment of HKD190,000 upon completion of gambling regardless of winning or losing, HKD40,000 of which would be the interest. While gambling, whenever the victim won, the involved men would withdraw part of the chips as interest. The involved duo were monitoring the entire course of gambling until 10pm that night. The male victim gambled away all the money while approximately HKD3,000 had been withdrawn as interest.
Subsequently, the involved men withheld the male victim’s identity card and Permit for Travelling as collateral, and demanded the repayment of money before retrieval of the documents. Failing to repay immediately, the male victim sought help from the Public Security Police officers outside the casino who promptly intercepted the two involved men. The duo, together with the victim, were transferred to the Judiciary Police for follow-up.
Based on the investigative findings, the Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office with the offences of usury for gambling and inappropriate detention of identification documents.
Detidos dois homens por usura
No dia 5 de Julho de 2024, a PJ recebeu uma denúncia de usura e detenção indevida de documentos transferida pelo CPSP, iniciou de imediato a investigação.
A Divisão de Investigação de Crimes Relacionados com o Jogo apurou que em 4 de Julho de 2024 pelas 19h, a vítima pediu, a dois homens do continente, um empréstimo de 150.000HKD, num casino na zona do ZAPE, tinham combinado que independentemente das apostas ganhas ou perdidas, a vítima devolveria 190.000 HKD, do qual 40.000 HKD de juros. Durante as apostas, cada aposta ganha, os suspeitos cobravam uma parte das fichas como juros. Os dois suspeitos vigiaram o jogo da vítima até às 22h daquele dia, a vítima acabou por perder todo o dinheiro emprestado, nas apostas foram cobradas cerca de 30.000 HKD como juros.
Mais tarde, os suspeitos retiraram o bilhete de identidade e salvo-conduto da vítima, exigindo-lhe a devolução do dinheiro emprestado. A vítima por não conseguir devolver o dinheiro, pediu ajuda a um polícia do CPSP que estava na porta de entrada do casino, o polícia deteve de imediato os dois suspeitos, levando or três à PJ para averiguações.
Conforme os resultados obtidos na investigação, os dois detidos foram presentes ao MP por usura e detenção indevida de documentos.
