兩內地漢涉高利貸及禁錮法辦
2024年7月11日上午，本局接獲一名人士報案稱其朋友因欠下高利貸被禁錮在路氹城區一酒店房間內。本局博彩罪案調查處展開調查，經部署後成功進入涉案酒店房間進行調查及救出事主，並截獲兩名涉案內地男子。
經查，事主於7月10日經在逃涉案人游說，於新口岸區一娛樂場內向兩名涉案內地男子借款50,000港元賭博，條件為先扣起5,000港元作利息、轉帳20,000元人民幣作保證金、每當賭局勝出時需抽取投注額兩成作利息，以及簽署借據。事主於賭博過程中被抽取了30,000港元利息，翌日早上賭敗後被帶到其租住的酒店房間禁錮直至還清欠款，其後事主聯絡朋友代為報警求助。
本局根據調查所得，以為賭博之高利貸及剝奪他人行動自由罪將兩名涉案內地男子移送檢察院偵辦，並繼續追緝其餘在逃涉案人。
Two mainland men nabbed for involvement in usury and false imprisonment
On the morning of 11st July 2024, the Judiciary Police received a report from an individual, who claimed that, his friend had been falsely imprisoned inside a hotel room in the Cotai district due to a usurious loan. Personnel of the Gaming-related Crimes Division of the Judiciary Police launched an investigation. Upon deployment, personnel of the Judiciary Police entered the involved hotel room successfully for investigation and had the victim rescued, whilst intercepting two involved mainland men.
Upon investigation, it was learnt that, on July 10th, as persuaded by the involved individual at large, the victim borrowed HKD50,000 for gambling from the two involved mainland men inside a casino in the ZAPE district, on the conditions that HKD5,000 would first be withheld as an interest, a sum of RMB20,000 to be transferred as a security deposit, 20% of the bet would be charged as interest for every winning game, as well as signing an IOU. While gambling, the victim was charged an interest of HKD30,000. On the morning of the following day, after losing all of the money on gambling, the victim was taken to his rented hotel room for false imprisonment until paying off his debt. Subsequently, the victim contacted his friend to report to the police for assistance.
Based on investigative findings, the Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office for the offences of usury for gambling and deprivation of other’s freedom of movement, while continuing to pursue the remaining involved individual at large.
Detidos dois homens do Continente por furto em veículo
Na manhã de 11 de Julho de 2024, recebemos uma denúncia em que se dizia que um amigo do denunciante estava sequestrado num quarto de hotel da zona do Cotai. A Divisão de Investigação de Crimes Relacionados com o Jogo iniciou a investigação e conforme o que foi planeado conseguiu entrar com sucesso no referido quarto de hotel e resgatar a vítima, bem como conseguiu deter dois homens do continente.
Na investigação foi apurado que, em 10 de Julho a vítima tinha pediso aos referidos homens um empréstimo de 50.000 HKD, para jogar num casino da zona do Porto Exterior. As condições eram que tinha de pagar primeiro 5.000 HKD como juros, fazer uma transferência de 20.000 RMB como garantia, em cada jogada ganha tinha de pagar 20% da quantia apostada como juros e assinar um talão de empréstimo. Durante o jogo, foram-lhe retirados 30.000 HKD de juros e na manhã seguinte, depois de ter perdido todo o dinheiro foi levado ao seu quarto de hotel onde foi sequestrado, até conseguir devolver o dinheiro que devia aos referidos homens, assim foi contactar o seu amigo, que fez a denúncia.
Com base no que foi apurado na investigação, os dois detidos foram presentes ao MP por crimes de usura ligada ao jogo e de sequestro. A PJ vai continuar a procura de outros possíveis cúmplices.
