偵破祈福詐騙案 五內地男女被捕
本局根據情報得知，一個犯罪團伙利用“祈福黨”手段進行詐騙。經濟罪案調查處隨即展開偵查，成功鎖定五名內地男女。該團伙於2024年8月5日進入本澳，以團伙形式在不同街道物色路人，以祈福消災為由進行詐騙。
8月5日下午，本局人員在下環街發現該團伙詐騙一名被害人600澳門元，於是立即進行跟踪監視，並向被害人了解情況。同日晚上，本局在中區的兩間賓館客房內拘捕上述5名涉案內地男女，並帶返回本局進行調查，在各人身上搜獲折合約8千澳門元的現金。
經深入調查，本局發現該5名涉案內地男女除詐騙上述被害人外，亦於同日早上分別在祐漢區、新橋區詐騙另外2名被害人。本局主動接觸該2名被害人，得知她們也被以祈福消災的方式詐騙甚而搶劫。
3名被害人總損失約9600澳門元，被騙過程如下：
1）第1名被害人誤信對方謊言，以為兒子招惹了鬼魂，交出600澳門元“消災”，後由本局人員主動接觸才知被騙，並報案追究。
2）第2名被害人誤信對方稱其女兒將遇交通意外，需交出財物祈福化解，交出多幣種現金總數約9千元，回家後與家人講述事件才知被騙，隨即向治安警察局報案，後轉交本局調查。
3）第3名被害人被搭訕可交出錢財祈福消災，但起疑沒有被騙並稱沒錢，之後被人強行打開手袋及搶去60澳門元。因害怕當時沒有報案，由本局人員主動接觸才追究事件。
據調查所得，5名涉案內地男女在公園及街市不停物色搭訕長者，各人分工如下：一人佯裝查問神醫；一人訛稱神醫妻子並可替祈福消災解難；一人扮演有急事同樣需要找神醫消災；其餘兩人則一直在現場附近把風看守。
根據調查結果，5名涉案內地男女組成犯罪團伙合謀詐騙並故意實施搶劫。本局以犯罪集團、搶劫及詐騙罪將嫌犯送交檢察院偵辦。
Spiritual blessing fraud case cracked with five mainlanders arrested
The Judiciary Police, based on intelligence, realised that a criminal syndicate employed the modus operandi of “spiritual blessing gang” to commit fraud. The Economic Crimes Division initiated investigation thereupon and successfully identified five mainlanders. The criminal syndicate entered Macao on 5th August 2024, and sought out passers-by on different streets in the form of a gang to commit fraud under the pretext of praying for blessings to eliminate calamities.
On the afternoon of August 5th, the Judiciary Police personnel found the gang defrauding a victim of MOP600 at Rua da Praia do Manduco, hence immediately conducted tracking and surveillance, and checked with the victim about the situation. On the night of the same day, the Judiciary Police arrested the aforesaid involved five mainland men and women in two guesthouse rooms in Central district, and brought them back to the Judiciary Police for investigation. Each of them was found in possession of an equivalent amount of around MOP8,000 in cash.
Subsequent to in-depth investigation, the Judiciary Police found that the involved five mainland men and women had not only defrauded the abovementioned victim, but also defrauded two other victims in Iao Hon and San Kio districts respectively on the morning of the same day. The Judiciary Police took the initiative to contact the two victims and learned that they had also been defrauded and even robbed by means of praying for blessings to eliminate calamities.
The 3 victims suffered a total loss of approximately MOP9,600, and the process of being defrauded is as follows:
1) The first victim mistakenly believed the other party’s lies, thinking that her son had provoked a ghost, therefore paid MOP600 to “eliminate calamities”. Only after being proactively contacted by the Judiciary Police personnel did she realise that she had been defrauded, and reported to the police to pursue the case.
2) The second victim mistakenly believed the other party’s claim that her daughter would be involved in a traffic accident, hence needed to hand over her valuables to pray for blessings to solve the problem. She handed over cash in various currencies amounting to around MOP9,000, and realised that she had been defrauded when she told her family members about the incident after returning home, thus immediately reported the case to the Public Security Police Force, which was later referred to the Judiciary Police for investigation.
3) The third victim was accosted to hand over money to pray for blessings to eliminate calamities, yet she felt it suspicious and did not fall for the scam, and claimed that she had no money. Subsequently, her handbag was forced open and she was robbed of MOP60. Feeling scared, the victim did not report to the police at that time. It was only after the Judiciary Police personnel took the initiative to contact the victim that the incident was pursued.
According to the investigation, the five involved mainland men and women had been constantly soliciting and chatting up elderly people in parks and markets, and the division of labour among them was as follows: one of them pretended to be enquiring about a miracle-working doctor; one of them falsely claimed to be the wife of the miracle-working doctor and was able to pray for blessings to eliminate calamities; one of them played the role of someone who was also in urgent need of consulting the miracle-working doctor to eliminate calamities; and the remaining two of them stayed in the vicinity of the scene to act as lookouts and keep watch.
Based on the investigative results, the involved five mainland men and women formed a criminal gang for conspiracy to defraud and intentionally commit robbery. The Judiciary Police transferred the suspects to the Public Prosecutions Office for the offences of criminal syndicate, robbery and fraud.
Resolvido um caso de burla de “falso adivinho”, detidas 5 pessoas do continente
A PJ soube que um grupo criminoso praticava burlas de “falso adivinho” em Macau, assim a Divisão de Investigação de Crimes Económicos iniciou a investigação e conseguiu identificar 5 suspeitos, da China continental. Esse grupo criminoso chegou em Macau no dia 5 de Agosto de 2024, actuava em forma de grupo e procurava alvos na rua, enganando as pessoas com a burla do “falso adivinho”.
Na tarde de 5 de Agosto, verificou-se que esse grupo estava a tentar enganar uma pessoa em 600 patacas na Rua da Praia do Manduco, assim iniciou-se imediatamente a vigilância e foi perguntado à vítima o que se passou. Na mesma noite, os 5 suspeitos foram detidos em duas pensões na zona central de Macau e foram levados à PJ para interrogatório, foram apreendidas, nas suas posses, cerca de 8.000 patacas.
Após uma intensa investigação, apurou-se que os 5 detidos, para além de burlar aquela pessoa, na mesma manhã tinham enganado mais 2 pessoas na zona de Iao Hon e de San Kio. A PJ contactou as 2 vítimas e descobriu que para além de serem burladas com o esquema do “falso adivinho”, foram também roubadas.
As 3 vítimas sofreram um prejuízo total de 9.600 patacas, segue-se o esquema da burla:
1）A primeira vítima acreditou nos burlões, que lhe disseram que o filho estava sob a influência de fantasmas, por isso, pagou 600 patacas para livrar-se do azar. Após ter sido contactada pela PJ percebeu ter sido burlada, assim fez queixa.
2）A segunda vítima acreditou nos burlões, que lhe disseram que a filha poderia ficar envolvida num acidente de viação, pelo que era necessário entregar algo para livrar-se do azar, esta entregou cerca de 9.000 patacas em diferentes moedas. Voltou a casa e contou o acontecimento à família, daí percebeu tratar-se de uma burla, assim fez imediatamente queixa ao CPSP, depois o caso foi transferido para a PJ.
3）A terceira vítima encontrou os burlões que lhe pediram para entregar algo para se livrar do azar, a vítima achou estranho e disse que não tinha dinheiro, mas um burlão abriu-lhe a mala e roubou-lhe 60 patacas. A vítima ficou chocada por isso não fez quixa mas, após ter sido contactada pela PJ, decidiu fazê-lo.
De acordo com o que ficou apurado, os 5 detidos procuravam alvos idosos nos jardins e nos mercados, e tinham as seguintes tarefa: um fingia fazer perguntas a um médico milagroso; outra fingia ser a mulher do médico milagroso que poderia ajudar a livrar-se do azar; outro fingia ter urgência de falar com o médico milagroso que o ajudasse a livrar-se do azar; os restantes dois vigiavam o local.
De acordo com o resultado da investigação, os 5 detidos formavam um grupo criminoso de prática de burlas e de roubo, assim foram presentes ao Ministério Público por associação criminosa, roubo e burla.
