七內地漢涉高利貸及剝奪他人行動自由被拘
2024年9月5日，本局接獲舉報指一名男子因欠下高利貸而被禁錮在本澳新口岸區一酒店房間內。本局博彩罪案調查處人員隨即展開調查和部署，成功於上述地點救出事主，拘捕七名正在禁錮事主的涉案內地男子，並在其中一名涉案內地男子身上搜獲事主所簽署的借據。
經查，事主於9月3日在新口岸區一娛樂場內向七名涉案內地男子借取3萬港元賭博，條件為先扣起3,000港元籌碼作利息、每當賭局勝出時須抽取投注額兩成作利息，以及簽署借據。事主同意後，七名涉案內地男子即合資2.7萬港元予其賭博，其後事主賭敗，被七人帶到涉案酒店房間內禁錮及迫令還款。事主於禁錮期間曾還款1萬港元，隨即又再向七人借款1萬港元賭博，條件為每當賭局勝出時須抽取投注額兩成作利息。其後事主在七名涉案內地男子陪同下前往新口岸區一娛樂場賭博並輸清，因無力償還，被七人再次帶到涉案酒店房間內迫令還款，期間事主伺機報警求助。賭博過程中，事主被抽取1.9萬港元利息。
本局根據調查所得，以為賭博的高利貸罪及剝奪他人行動自由罪將七名涉案內地男子移送檢察院偵辦。
7 Mainland men arrested for usury and deprivation of other’s freedom of movement
On 5th September 2024, the Judiciary Police received a report that a man had been locked up in a hotel room in the ZAPE district in Macao due to the usurious loan he owed. Personnel of the Gaming-related Crimes Division of the Judiciary Police immediately launched an investigation and deployment, successfully rescued the victim at the aforementioned location and arrested the 7 involved mainland men who were keeping the victim in confinement. The IOU signed by the victim was found on one of the involved mainland men.
Investigation revealed that on September 3rd, the victim had borrowed HKD 30,000 from the 7 involved mainland men for gambling in a casino in the ZAPE district, on condition that HKD 3,000 of casino chips were withdrawn in advance as interest, 20% of the wager had to be withdrawn as interest upon each winning game and signing an IOU. After the victim agreed to the conditions, the 7 involved mainland men immediately pooled HKD 27,000 for him to gamble. Later when the victim lost in gambling, he was taken to the involved hotel room by the 7 persons for confinement, while being coerced to repay the debt. During the confinement, the victim had repaid HKD 10,000, then immediately borrowed another HKD 10,000 from the 7 persons for gambling again on condition that 20% of the wager had to be withdrawn as interest upon each winning game. The victim then went to gamble at a casino in the ZAPE district under the escort of the 7 involved mainland men and gambled away all the money. Failing to repay the debt, the 7 persons once again took him to the involved hotel room to coerce him into repayment, during which the victim took the opportunity to report the case to the police for help. In the course of gambling, a sum of HKD 19,000 was withdrawn from the victim as interest.
Based on the investigative findings, the Judiciary Police transferred the 7 involved mainland men to the Public Prosecutions Office for the offences of practising usury for gambling and deprivation of other's freedom of movement.
Detidos sete homens da China continental por usura e sequestro
Em 5 de Setembro de 2024, a PJ recebeu uma denúncia na qual se dizia que um homem, por ter contraído uma dívida, foi sequestrado num quarto de hotel no ZAPE. O pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo iniciou de imediato a investigação, conseguiu resgatar a vítima, deteve sete homens da China continental que estavam a sequestrar a vítima e encontrou ainda na posse de um dos detidos um recibo assinado pela vítima.
Na investigação, apurou-se que a vítima pediu emprestados 30.000 HKD aos sete detidos para jogar num casino do ZAPE, no dia 3 de Setembro. As condições de empréstimo eram de reter primeiro 3.000 HKD em fichas como juro, cobrar-lhe 20 % do valor das apostas como juro em cada jogada ganha, e devia assinar um recibo. Depois do consentimento da vítima, os sete homens juntaram dinheiro para dar-lhe 27.000 HKD para jogar. Posteriormente, a vítima perdeu tudo e foi sequestrado no quarto de hotel para forçá-lo a devolver o empréstimo. Durante o período de sequestro, a vítima devolveu 10.000 HKD, mas logo depois pediu-lhes novamente 10.000 HKD emprestados para jogar, a condição era cobrar-lhe 20% do valor das apostas em cada jogada ganha. Mais tarde, a vítima, acompanhada dos sete indivíduos, foi a um casino do ZAPE para jogar e perdeu novamente tudo. Uma vez que não conseguia devolver o dinheiro que lhe emprestado, foi levado novamente ao mesmo quarto e foi forçado a devolver o empréstimo. Durante este período, a vítima fez denúncia à polícia aproveitando de uma oportunidade. Durante o jogo, foram-lhe cobrados 19.000 HKD como juro.
Conforme o que foi apurado na investigação, os sete detidos foram presentes ao Ministério Público por usura para jogo e sequestro.
