三男分涉非法入境及收留等罪被拘
本局有組織罪案調查處接獲情報，指有活躍賭場的不法分子聚居於本澳及氹仔多個單位，經調查後於9月13日派員前往本澳多區共八個可疑住宅單位進行反罪惡巡查行動，期間查獲四間非法旅館，並截獲21名（17男4女）內地居民，當中四人涉嫌從事非法兌換貨幣活動（即俗稱“換錢黨”），於完成調查後已被遣送內地相關部門處理；另外兩名內地男子分涉逾期逗留及非法入境。
經查，涉及非法入境之內地男子現正處於被禁止入境本澳期內，其聲稱於2024年7月經港珠澳大橋口岸附近偷渡來澳後，透過同鄉介紹租住涉案非法旅館，並在賭場從事“扒仔”活動。本局人員查悉涉案非法旅館由一名本澳男子承租，並由另一名本澳男子以地產中介身份提供予上述活躍於賭場的內地團伙成員居住，兩人從中各獲5,000港元報酬。
本局已就行動中查獲的非法旅館通報旅遊局進行查封，並就涉及高利貸犯罪的部分進行調查。
本局根據調查所得，以收留非法入境或非法逗留的人罪將兩名涉案本澳男子移送檢察院偵辦，而涉案內地男子因涉及不經出入境管控入境罪，一併送交檢察院處理。
Three men nabbed for involvement in illegal immigration and provision of shelter respectively
The Organised Crime Division of the Judiciary Police received a tip-off, indicating that unruly elements active in casinos were dwelling together in multiple apartments in Macao and Taipa. Upon investigation, on September 13th, personnel were mobilised to conduct anti-crime patrols in a total of 8 suspicious apartments located in several districts in Macao. During the course, 4 illegal guesthouses and 21 mainland residents (17 men and 4 women) were seized. Four of them were suspected to be engaging in illegal currency exchange activities (commonly known as “money exchange gangs”). Upon completion of the investigation, they were deported to the relevant departments in the mainland for handling. In addition, two mainland men were involved in overstaying and illegal immigration respectively.
Upon investigation, it was learnt that, the mainland man involving in illegal immigration was under a ban on entering Macao. He claimed that, after smuggling into Macao via the vicinity of the Hong Kong-Zhuhai-Macao Bridge Checkpoint in July 2024, through the introduction of a fellow countryman, he rented the involved illegal guesthouse and engaged in “tip-hustling” activities in casinos. Personnel of the Judiciary Police learnt from investigation that, the involved illegal guesthouse was rented by a Macao man, and there was one other Macao man who acted as a real estate agent in providing accommodation to the aforesaid mainland syndicate members active in casinos. The duo each got a remuneration of HKD5,000.
The Judiciary Police notified the Macao Government Tourism Office of the illegal guesthouses seized during the operation for sealing off, while conducting an investigation on the part involving usury offences.
Based on investigative findings, the two involved Macao men were transferred to the Public Prosecutions Office for the offences of sheltering illegal immigrants or illegal stayers, whilst the involved mainland man was also transferred to the Public Prosecutions Office for having entered the territory without going through immigration control.

A Divisão de Combate ao Banditismo da PJ recebeu informações da existência de pessoas, frequentadores de casino, que estavam a viver juntos em vários apartamentos em Macau e Taipa. Em 13 de Setembro, foi enviado pessoal para oito apartamentos suspeitos, em várias zonas de Macau, para rusgas anticrime. Foram encontradas quatro pensões ilegais e foram interceptados 21 residentes da China continental (17 homens e 4 mulheres), quatro dos quais suspeitos de envolvimento nas actividades de troca ilegal de dinheiro (“burlões da troca de dinheiro”) e, após investigações, foram repatriados para os serviços competentes do continente; dois outros homens do continente tinham visto caducado e em situação de imigração ilegal, respectivamente.
Na investigação, apurou-se que um dos homem da China continental, suspeito de imigração legal, encontra-se no período de interdição de entrada em Macau, este disse que depois de ter entrado ilegalmente em Macau pelo Posto Fronteiriço da Ponte Hong Kong-Zhuhai-Macau em Julho de 2024, alugou, através de um conterrâneo, uma pensão ilegal e actuava como “pedinte” nos casinos. O nosso pessoal apurou que a pensão ilegal em causa era alugada por um homem de Macau, e tinha sido fornecida, por um outro residente local, na qualidade de agente imobiliário, para o alojamento dos elementos interceptados do grupo da China continental, os dois obtinham cada um 5.000 HKD como remuneração.
A PJ assinalou a pensão ilegal encontrada nesta operação à Direcção dos Serviços de Turismo para que o apartamento seja selado, e está a investigar a parte do caso relativa ao crime de usura.
Conforme o que foi apurado na investigação, os dois homens de Macau detidos foram presentes ao Ministério Público pelo crime de acolhimento de pessoas em situação de imigração ilegal, enquanto o detido da China continental foi presente ao MP pelo crime de entrada sem sujeição a controlo de migração.
