內地漢涉高利貸、不法錄製品及照片與剝奪他人行動自由被拘
2024年8月4日，本局接獲事主親友報稱事主因欠下高利貸而被禁錮在本澳不知名地點。本局博彩罪案調查處人員隨即展開調查並成功尋獲事主。
經查，事主於當日凌晨在路氹城區一娛樂場內向涉案內地男子借取5萬港元賭博，條件為先扣起5,000港元、每當賭局勝出時須抽取投注額兩成作利息，以及簽署借據。其後事主在涉案內地男子及多名在逃涉嫌人陪同下到新口岸區一娛樂場內賭博，過程中被抽取約1萬港元利息。事主賭敗後由在逃涉嫌人帶到新口岸區一住宅單位內禁錮，期間由於一直無法還款，被其中一名在逃涉嫌人拍下裸照及短片後獲准離開。
2024年10月24日上午，本局人員在涉案內地男子經港珠澳大橋口岸離境時將其截獲。
本局根據調查所得，以為賭博的高利貸、不法之錄製品及照片、剝奪他人行動自由等三罪將涉案內地男子移送檢察院偵辦，並繼續追緝其餘在逃涉案人。
Mainland man apprehended for usury, unlawful video recording and photographs, as well as deprivation of other’s freedom of movement
On 4th August 2024, the Judiciary Police received a report from the victim’s relatives, stating that the victim had been imprisoned in somewhere in Macao due to usurious loan. Personnel of the Gaming-related Crimes Division swiftly deployed investigation and found the victim successfully.
Investigation revealed that the victim had borrowed HKD50,000 from the involved mainland man for gambling in a casino in the Cotai district during wee hours on that day. The conditions were that HKD5,000 would be deducted first, 20 percent of the wager would be taken as interest in every winning game and she had to sign the IOU. After that, the victim were accompanied by the involved mainland man and various involved persons at large to a casino in the ZAPE district for gambling, with interest of around HKD10,000 taken during the process. When the victim gambled all the money away, she was brought to a residential unit in the ZAPE district for imprisonment by the involved persons at large. Since she failed to repay the debt during that period of time, she was taken nude photos and videos by one of the involved persons at large before she was released.
On the morning of 24th October 2024, the personnel of the Judiciary Police intercepted the involved mainland man upon his departure via the Hong Kong-Zhuhai-Macao Bridge checkpoint.
Based on investigative results, the Judiciary Police transferred the involved mainland man to the Public Prosecutions Office for three offences including usury, unlawful video recording and photographs, as well as deprivation of other’s freedom of movement, while continuing to pursue the remaining involved persons at large.

Em 4 de Agosto de 2024, a PJ recebeu a comunicação de um familiar ou amigo duma mulher, vítima deste caso, dizendo que esta estava sequestrada num local desconhecido de Macau por ter contraído uma dívida. A Divisão de Investigação de Crimes Relacionados com o Jogo iniciou de imediato a investigação e conseguiu localizar a vítima.
Na investigação, soube-se que a vítima tinha pedido emprestados 50.000 HKD, naquela madrugada num casino do Cotai, a um homem do continente para jogar, as condições eram cobrar 5.000 HKD antes de jogar, 20% do montante de aposta em cada jogo ganho como juros, bem como assinar uma declaração de dívida. Posteriormente, a vítima, acompanhada pelo homem e por vários indivíduos que se encontram em fuga, dirigiu-se a um casino do ZAPE para jogar. No decorrer do jogo, foram cobrados um total de 10.000 HKD de juros. Depois de ter perdido todo o dinheiro, a vítima foi levada para um apartamento do ZAPE onde esteve sob sequestro. Durante o sequestro, como não conseguia pagar a dívida, foi autorizada a sair depois de um dos suspeitos lhe ter tirado fotografias e vídeos nua.
Na manhã de 24 de Outubro de 2024, o pessoal da PJ deteve o homem quando estava a sair de Macau pelo posto fronteiriço da Ponte Hong Kong-Zhuhai-Macau.
Conforme o que foi apurado na investigação, o detido foi presente ao Ministério Público por usura destinada ao jogo, gravações e fotografias ilícitas, bem como sequestro. A PJ vai continuar a perseguir os restantes suspeitos em fuga.
