粵港澳三地警方“鷹巢”行動 搗破操縱賣淫集團 共拘19人
本局持續關注賣淫活動對本澳治安的影響，自2024年5月以來，本局有組織罪案調查處先後派員到新口岸區採取執法行動，期間查獲八名賣淫內地女子。經對案件進行串併分析，本局人員發現賣淫內地女子均涉及同一網上招嫖討論區，且由一個涉粵港澳三地跨境操縱賣淫集團所控制，遂主動透過警務聯絡機制通報內地及香港警方。廣東省公安廳高度關注案件，並協調珠海市公安局，與香港警務處以及本局組成聯合專案小組，就相關案件展開深入調查。
聯合專案小組經過連月偵查，發現涉案招嫖網站由兩名香港及內地男主腦於2022年構建並以註冊會員制度運作，賣淫內地女子來澳前需向具有發帖權限的高級會員繳付約300元人民幣費用，由其代為發佈招嫖帖文，讓嫖客按照帖文上的電話號碼自行聯絡賣淫內地女子到酒店房間進行性交易。
2024年11月7日早上，三地警方同步採取代號“鷹巢”的聯合行動，本局動用警力逾70人，先後在本澳各區多個住宅單位內拘捕涉案五男兩女本澳居民，其中三名涉案本澳男子乃負責為賣淫女子發佈招嫖帖文的網站高級會員，一男兩女涉案本澳居民負責運送賣淫用品到性交易地點，另外一名涉案本澳男子負責登記多個本澳手提電話號碼供賣淫女子聯絡嫖客。另外，本局人員在新口岸及中區兩間酒店內查獲18名賣淫內地女子，檢獲數萬澳門元現金、多部手提電話、一輛汽車、一輛電單車，以及大量賣淫用品。
與此同時，在廣東省公安廳指揮下，內地警方分別在多地拘捕九名賣淫集團骨幹成員，查獲17名賣淫女子及七名嫖客，並搜獲涉案電腦設備、現金及凍結銀行帳戶等，相關拘捕行動目前仍繼續進行。而香港警方則在九龍區拘捕一男兩女犯罪集團主腦，包括一名招嫖網站構建者、一名網站客服管理員，以及一名網站高級會員，並在各人住所內搜獲用作營運及管理招嫖網站的電腦設備、多部手提電話及4萬港元現金等。
經查，涉案犯罪集團自2022年構建招嫖網站至今已發帖逾2.4萬則，按每則發帖費用300元人民幣計算，估計涉案犯罪集團運作至今獲得不法利益折合超過830萬澳門元。
本局根據調查所得，以犯罪集團罪及操縱賣淫罪將七名涉案本澳男女移送檢察院偵辦，並繼續就案件進行深入調查。
是次本局與內地及香港警方成功搗破涉案跨境操縱賣淫犯罪集團，有賴三地警方緊密的情報交流及暢通的警務合作機制，並彰顯三地警方合作打擊任何形式跨境犯罪活動、共同維護社會治安的決心和能力。
Guangdong-Hong Kong-Macao tripartite police cracked procuring prostitution syndicate in Operation “Eagle Nest” with 19 people arrested
The Judiciary Police continued to pay attention to the impact of prostitution activities on the order and security in Macao. Since May 2024, the Organized Crime Division of the Judiciary Police had successively deployed personnel to ZAPE to carry out law enforcement operations, during which eight female prostitutes from the mainland were intercepted. After conducting parallel analysis of the cases, the personnel of the Judiciary Police found out that the mainland female prostitutes were all involved with the same online solicitation of prostitution forum, which was controlled by a Guangdong-Hong Kong-Macao cross-border procuring prostitution syndicate, thus proactively notified the mainland and Hong Kong police via the policing liaison mechanism. The Guangdong Provincial Public Security Department paid high attention to the cases and coordinated the Zhuhai Municipal Public Security Bureau, the Hong Kong Police Force and the Judiciary Police in forming a joint task force to conduct in-depth investigation into the cases.
After months of investigation, the joint task force found out that the involved solicitation of prostitution website, which operated with a registered membership system, was established in 2022 by two male masterminds from the mainland and Hong Kong. Before they came to Macao, the mainland female prostitutes needed to pay a fee of around RMB300 to senior members who had the authority to make posts. The senior members would post solicitation of prostitution posts for them, so that the punters could contact the mainland female prostitutes on their own according to the phone numbers provided on the posts to conduct sexual transactions in hotel rooms.
On the morning of 7th November 2024, the tripartite police conducted the joint operation codenamed “Eagle Nest” simultaneously. The Judiciary Police mobilised over 70 personnel, arresting the involved five male and two female Macao residents in multiple residential units in various districts in Macao, of which, three involved local men were the senior members of the website responsible for posting solicitation of prostitution posts for the female prostitutes, one involved male and two involved female local residents were responsible for transporting prostitution paraphernalia to the locations of sexual transaction, while the other involved local man was responsible for registering multiple Macao phone numbers for the female prostitutes to contact the punters. In addition, the personnel of the Judiciary Police intercepted 18 mainland female prostitutes in two hotels located in ZAPE and central districts, seizing tens of thousands of patacas in cash, several mobile phones, a vehicle, a motorcycle, and a large amount of prostitution paraphernalia.
At the same time, under the command of the Guangdong Municipal Public Security Department, the mainland police arrested nine core members of the prostitute syndicate in several regions respectively, intercepting 17 female prostitutes and seven punters, seizing the involved computer devices, cash and frozen bank accounts, etc. The relevant arrest operation was still ongoing. Meanwhile, the Hong Kong Police arrested one male and two female masterminds of the criminal syndicate in Kowloon district, including a builder of the solicitation of prostitution website, a customer service administrator of the website, and a senior member of the website, and seized computer devices used for operating and managing the solicitation of prostitution website, several mobile phones and HKD40,000 in cash, etc, from their residences.
Investigation revealed that the involved criminal syndicate had posted over 24,000 posts since it built the solicitation of prostitution website in 2022. Based on the fee of RMB300 per post, it was estimated that the involved criminal syndicate had gained illegal proceeds equivalent to more than 8.3 million patacas since its operation.
Based on investigative findings, the Judiciary Police transferred the involved seven local men and women to the Public Prosecutions Office for the offences of criminal syndicate and manipulation of prostitution, while continuing to conduct in-depth investigation of the case.
The Judiciary Police, together with the mainland and Hong Kong police, successfully busted the involved cross-border procuring prostitution syndicate in this operation due to the close intelligence exchange and smooth policing liaison mechanism among the tripartite police, demonstrating the tripartite police’s determination and ability in combatting any kinds of cross-border criminal activities, as well as jointly safeguarding social security.
As Polícias de Guangdong, Hong Kong e Macau desmantelaram uma rede de exploração da prostituição na operação “Ninho de Águia” e detiveram 19 pessoas
A PJ mantém-se sempre atenta ao impacto que as actividades de exploração da prostituição causam sobre a segurança de Macau. Desde Maio de 2024, a Divisão de Investigação e Combate ao Banditismo tem enviado, em várias ocasiões, pessoal ao ZAPE para acções de combate à esta actividade, durante as quais, foram detectadas oito prostitutas da RPC. Feita uma análise combinada, o nosso pessoal constatou que aquelas mulheres estavam relacionadas com o mesmo fórum online de contratação de prostitutas, este fórum era sob controlo de uma rede de exploração da prostituição transfronteiriça de Guangdong, Hong-Kong e Macau, assim comunicou o facto às Polícias de Guangdong e de Hong-Kong através do mecanismo de ligação policial. A Directoria Provincial de Segurança Pública de Guangdong estava extremamente preocupada com o caso, e indicou à Directoria Municipal de Segurança Pública de Zhuhai de formar um grupo especializado conjunto com a Hong Kong Police Force e a PJ para iniciar uma investigação detalhada quanto a este caso.
Passaram-se meses a investigar, o grupo especializado conjunto descobriu que aquele site de angariação de prostitutas funcionava com um regime de adesão de membros, criado em 2022 por dois cabecilhas de Hong Kong e do continente. As prostitutas da China continental, antes de virem a Macau, eram obrigadas a pagar cerca de 300 renminbis ao membro sénior, que tinha autoridade de emitir o post, e este publicava o post para que os clientes contactassem as prostitutas através do número de telefone indicado e irem com ela a um determinado quarto de hotel.
Na manhã de 7 de Novembro de 2024, as três Polícias entraram, ao mesmo tempo em acção, numa operação denominada “Ninho de Águia”. A PJ mobilizou mais de 70 agentes que detiveram cinco homens e duas mulheres de Macau em vários apartamentos, entre eles, três homens eram membros séniores que eram encarregados de divulgar aqueles posts junto das prostitutas, um homem e duas mulheres eram responsáveis pelo transporte de objectos usados nessa actividade para o local de prostituição, o outro homem era responsável por registar vários números locais de telemóvel para as prostitutas contactarem os clientes. Por outro lado, o nosso pessoal encontrou, em dois hotéis no ZAPE e no Centro, 18 prostitutas da RPC e foram apreendidas algumas dezenas de milhares de patacas, vários telemóveis, um veículo, uma mota e uma quantidades avultadas de objectos usados nessa actividade.
Ao mesmo tempo, com o comando da Directoria Provincial de Segurança Pública de Guangdong, a Polícia da China continental deteve, em diversos locais, 9 elementos principais da rede e foram encontrados 17 prostitutas e 7 clientes, foram ainda encontrados equipamentos informáticos, dinheiro e contas bancárias em congelamento, esta acção de detenção está ainda a decorrer. A Polícia de Hong Kong, deteve, no distrito de Kowloon, um homem e duas mulheres, cabecilhas da rede, um é o criador do site, um o administrador de atendimento ao cliente, e outro um membro sénior do site, foram encontrados nas suas residências, alguns equipamentos informáticos, vários telemóveis e 40.000 HKD para fins operacionais e de gestão do site.
Apurou-se que a rede tinha aberto o site em 2022, até agora tinha publicado 24 mil posts, e o custo de cada post era de 300 renminbis, estima-se que até ao momento a rede lucrou mais de 8,3 milhões de patacas.
Conforme o que foi apurado na investigação, os sete detidos de Macau foram presentes ao MP por associação criminosa e exploração de prostituição. Relativamente a este caso, a PJ continua a investigação.
A PJ conseguiu resolver este caso com as Polícias da China continental e de Hong Kong, graças à troca de informações e a um bom mecanismo de cooperação, o que mostra a eficácia da colaboração das três Polícias no combate a todo o tipo de criminalidade a nível transfronteiriço, bem como a determinação e a capacidade de garantir, em conjunto, a estabilidade da sociedade.
