偵破高利貸及剝奪他人行動自由案 四內地漢就逮
2024年11月29日上午，本局接獲一名男子舉報指其朋友因欠下高利貸被人禁錮在中區一住宅單位內。本局博彩罪案調查處人員經調查和部署後成功於涉案單位內救出兩名男事主，同時截獲四名涉案內地男子，並在其中一名涉案內地男子身上搜獲屬於其中一名事主的證件。
案情顯示，兩名事主分別於2024年11月28日及29日在新口岸區一娛樂場內，向四名涉案內地男子借款5萬港元賭博，條件分別為先扣起3,000及5,000港元作利息，以及每當賭局勝出時須抽取投注額兩成作利息，其中一名事主需以身份證明文件作抵押。兩名事主於賭博期間分別被抽取1.4萬及8,000港元利息，輸光借款後因無力償還，被四名涉案內地男子帶到涉案單位內禁錮，其中一名事主伺機通知朋友報警。
經查，四名涉案內地男子聲稱各自收取500港元報酬協助同黨禁錮兩名事主；此外，本局人員亦查悉涉案單位為非法旅館。
本局根據調查所得，以為賭博的高利貸罪和剝奪他人行動自由罪將四名涉案內地男子移送檢察院偵辦，並就非法旅館事宜通報旅遊局處理。
Case of usury and deprivation of other’s freedom of movement busted with 4 mainland men arrested
On the morning of 29th November 2024, the Judiciary Police received a report from a man, stating that his friend had been locked up in a residential flat in the Central district due to the usurious loan he owed. After investigation and deployment, personnel of the Gaming-related Crimes Division of the Judiciary Police successfully rescued 2 male victims in the involved flat while intercepting 4 involved mainland men and found the identity document of one of the victims on one of the involved mainland men.
Case details revealed that the two victims had borrowed HKD 50,000 for gambling from the 4 involved mainland men in a casino in the ZAPE district respectively on 28th and 29th November 2024, on condition that HKD 3,000 and HKD 5,000 were respectively withdrawn in advance as interest and 20% of the wager had to be withdrawn as interest upon each winning game, one of the victims needed to pledge his identity document. In the course of gambling, HKD 14,000 and HKD 8,000 were respectively withdrawn from the two victims as interest, and after the victims gambled away all the money and failed to repay the debt, they were taken to the involved flat by the 4 involved mainland men for confinement, one of the victims took the opportunity to inform his friend to call the police for help.
The 4 involved mainland men stated in the investigation that they had each received HKD 500 as the reward of assisting their accomplice to lock up the 2 victims; furthermore, personnel of the Judiciary Police also found that the involved flat was an illegal hostel.
Based on the investigative findings, the Judiciary Police transferred the 4 involved mainland men to the Public Prosecutions Office for the offence of practising usury for gambling and deprivation of other's freedom of movement, and notified the Macao Government Tourism Office of the incident of illegal hostel.
Resolvido um caso de usura e sequestro, detidos quatro homens da RPC
Na manhã de 29 de Novembro de 2024, a PJ recebeu a queixa dum homem, onde dizia que um seu amigo contraiu uma dívida com juros muito altos e estava sob sequestro num apartamento da zona central. Após a investigação e preparação do pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo, conseguiu-se resgatar dois homens nesse apartamento, onde foram também encontrados outros quatro homens da China continental, bem como foi apreendido, na posse dum deles, o documento pertencente a uma das vítimas.
De acordo com a informação, os dois jogadores pediram, respectivamente, em 28 e 29 de Novembro, num casino da ZAPE, um empréstimo de 50.000 HKD aos quatro homens do continente, com as condições de cobrar 3.000 e 5.000 HKD como juros iniciais e, ainda, 20% do valor de cada aposta ganha, ao mesmo tempo ficou retido o documento da vítima como garantia. Durante as apostas, foram cobrados aos jogadores 14.000 e 8.000 HKD, respectivamente, os quais acabaram por perder o dinheiro todo e, como não conseguiam pagar a dívida, foram levados pelos quatro agiotas para o apartamento onde ficaram sequestrados. Uma das vítimas aproveitou uma oportunidade para informar um amigo para que ligasse à polícia.
No interrogatório, os agiotas disseram que trabalhavam com os cúmplices para sequestrar as vítimas e cada um ganhava assim 500 HKD. Além disso, verificou-se que o respectivo apartamento funcionava como pensão ilegal.
Conforme apurado na investigação, os quatro homens do continente foram presentes ao MP por usura para jogo e sequestro, por outro lado, a PJ comunicou à Direcção dos Servicos de Turismo sobre a pensão ilegal.
