兩內地男女涉高利貸及禁錮被拘
2025年5月5日下午，治安警察局將因欠下高利貸款項而被禁錮的本澳男事主及一名涉案內地男子轉交本局調查。本局博彩罪案調查處立即派員跟進，在路氹城區一娛樂場內截獲一名涉案內地女子。
案情顯示，本澳男事主於2025年5月4日清晨在路氹城區一娛樂場內經涉案內地女子牽線向在逃涉案人借取30萬港元賭博，條件為賭博前扣起借款額2萬港元作利息，每當賭局勝出時需抽取投注額兩成作利息，以及簽署借據和交出一個價值5.8萬澳門元的手提袋作抵押，事主同意及簽署借據。賭博期間事主共被抽取約16萬港元利息。同日下午事主賭敗後因無法即時還款，被涉案內地男子帶到事主租住的酒店房間禁錮及迫令還款，期間事主趁機通知親人報警求助。
本局人員在兩名涉案人身上各搜出一部懷疑涉案的手機。本局根據調查所得，以為賭博的不法借貸罪、剝奪他人行動自由罪將兩名涉案內地男女移送檢察院偵辦，並繼續追緝相關在逃涉案人。
Mainland man and woman arrested for usury and detention
On the afternoon of 5th May 2025, the Public Security Police Force transferred a male local victim, who had been detained due to usurious debts, and the involved mainland man to the Judiciary Police for investigation. The Gaming-related Crimes Division of the Judiciary Police forthwith dispatched officers to follow up, and intercepted an involved mainland woman inside a casino in Cotai district.
Case details revealed that on the early morning of 4th May 2025, inside a casino in Cotai district, the local male victim, through the referral of the involved mainland woman, borrowed HKD300,000 from an involved person at-large for gambling, on the conditions that HKD20,000 of the borrowed amount had to be withheld as interest before gambling, 20% of the stake had to be withdrawn as interest upon each winning game, an IOU had to be signed, and a handbag, worth of MOP58,000, had to be surrendered as a collateral. The victim agreed and signed an IOU. During the gambling, a total of around HKD160,000 was withdrawn as interest. On the afternoon of the same day when the victim had gambled away all the money and was unable to repay his debt immediately, the involved mainland man took the victim back to the victim’s hotel room for detention, coercing him to repay his debt, during which the victim took the opportunity to contact his family to report to the police for help.
The Judiciary Police officers seized a mobile phone, suspected to be related to the crime, from each of the involved duo. Based on investigative results, the Judiciary Police transferred the involved duo to the Public Prosecutions Office with the charges of illicit money lending for gambling and deprivation of other’s freedom of movement, while continuing to pursue the relevant involved person at-large.

Na tarde de 5 de Maio de 2025, a CPSP entregou um residente que foi sequestrado por causa de dívidas de agiotagem e um suspeito do continente para a PJ. A Divisão de Investigação de Crimes Relacionados com o Jogo enviou, de imediato, pessoal para acompanhar o caso e conseguiu deter uma mulher do continente também envolvida no caso dentro dum casino do COTAI.
Conforme o apurado, na madrugada de 4 de Maio de 2025, num casino do COTAI, o homem de Macau, foi apresentado pela detida e pediu um empréstimo de 300.000 HKD a um outro suspeito, agora em fuga, na condição de lhe ser cobrado, como juro, 20.000 HKD do montante do empréstimo e 20% do montante apostado em cada jogo ganho, foi-lhe exigido ainda que assinasse um talão de empréstimo e que entregasse uma mala no valor de 58.000 MOP como garantia. A vítima aceitou as condições e assinou o talão de empréstimo. Durante o jogo, foram cobrados cerca de 160.000 HKD de juros à vítima. Na mesma tarde, depois de perder todo o dinheiro, como a vítima não conseguiu devolver o dinheiro, foi levada pelo detido ao seu quarto do hotel, onde ficou sequestrado e foi coagido a pagar as dívidas. A vítima aproveitou duma oportunidade para contactar a sua família que reportou o caso à polícia.
Os nossos agentes encontraram na posse dos dois detidos um telemóvel, supostamente ligado ao crime. Com base nos resultados da investigação, o homem e a mulher detidos foram presentes ao MP pelos crimes de empréstimo ilícito para jogo e sequestro. A PJ continua à procura do cúmplice em fuga.
