兩內地男子涉藉不法匯兌詐騙法辦

本局接獲治安警察局轉交一宗兌換詐騙案。案情顯示,事主夫婦於2025年5月20日晚在新口岸區一酒店門外與兩名涉案男子進行兌換,期間首名涉案男子將一捆3.5萬港元現金交予男事主點算確認,惟因網絡問題無法轉帳,故男事主交還有關現金,四人隨即返回酒店大堂內進行轉帳。待轉帳成功後,首名涉案男子交出一捆聲稱已點算的現金,男事主並無重新點算即將其放入褲袋內。完成交易後雙方各自離開,事主夫婦其後在娛樂場內以該捆現金兌換籌碼時,發現只能兌換2.2萬港元籌碼,少了1.3萬港元,且無法聯絡對方,懷疑被騙故報警求助。

本局有組織罪案調查處展開調查,於2025年5月21日上午在中區一賓館內緝獲兩名涉案內地男子,在兩人身上起出涉案的1.3萬港元贓款,以及另一筆與犯罪有關的41,500港元現金。經查,兩人自今年4月起在本澳娛樂場及周邊從事不法匯兌活動。

本局根據調查所得,以經營為賭博的不法匯兌罪及詐騙罪將兩名涉案內地男子移送檢察院偵辦。

Two mainland men committed fraud by illegal currency exchange under arrest

The Judiciary Police received a case of currency exchange fraud from the Public Security Police Force. Case details revealed that the victimised couple had conducted currency exchange with the two involved men outside the entrance of a hotel in the ZAPE district on the night of 20th May 2025, during which the first involved man handed a bundle of cash of HKD35,000 to the male victim for counting and confirmation, yet the fund transfer was unsuccessful due to internet problems. The male victim therefore returned the relevant cash and the four of them subsequently went back to the hotel lobby to make the transfer. After the transfer was successful, the first involved man handed over a bundle of cash which he claimed to have been counted. The male victim immediately put the cash into the pocket of his pants without recounting it. Upon completion of the transaction, both parties left separately. Later, when the victimised couple intended to exchange the bundle of cash for chips in a casino, they found that only HKD22,000 worth of chips could be exchanged, which was HKD13,000 short, and they were unable to reach the other party. They suspected that they had been scammed and thus reported to the police for assistance.

The Organized Crime Division of the Judiciary Police launched an investigation and seized the two involved mainland men in a hostel in the Central district on the morning of 21st May 2025, who were found in possession of the involved illicit proceeds of HKD13,000, as well as another sum of crime-related cash of HKD41,500. Investigation revealed that the duo had been engaging in illegal currency exchange activities in the local casinos and their peripheries since April of this year.

Based on the investigative results, the Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office for the offences of operating illegal currency exchange for gambling and fraud.

A PJ recebeu um caso, entregue pelo CSPS, sobre uma burla em troca de dinheiro. Conforme constava, na noite de 20 de Maio de 2025, um casal estava a trocar dinheiro com dois suspeitos fora do lobby dum hotel do ZAPE, um deles entregou ao homem um maço de notas, com o valor de 35 mil HKD, mas a transferência do dinheiro não chegou a ser processada por causa de um problema de acesso à internet, por isso, o homem devolveu o dinheiro e todos voltaram para dentro do hotel para continuar a transacção.Uma vez efectuada a transferência, o primeiro suspeito deu ao homem um maço de dinheiro alegadamente com o valor adequado, sendo que o homem não verificou a quantia do dinheiro e pô-lo no bolso das calças. Mais tarde, quando o casal trocou o dinheiro em fichas no casino, verificou que só tinha 22 mil HKD de fichas faltando 13 mil HKD. Como não conseguiu contactar com o suspeito, deduziu que se tratava de burla e pediu a intervenção da polícia.

O pessoal da Divisão de Investigação e Combate ao Banditismo desencadeou a investigação e pela manhã de 21 de Maio, numa pensão da zona central, conseguiu deter dois homens encontrando os 13 mil HKD do caso e outros 41.500 HKD ligados a outros crimes. Apurou-se ainda que, desde Abril deste ano, os dois suspeitos praticavam a troca ilegal de dinheiro nos casinos de Macau.

Com base no que foi apurado na investigação, os dois homens da China continental foram presentes ao MP por exploração de câmbio ilícito para o jogo.
