三內地男女分涉不法匯兌及禁錮等罪被拘
2025年6月15日凌晨,治安警察局接報兩名內地男子被禁錮在路氹城區一酒店房間內,治安警員隨即到場處理並將五名涉案人士轉交本局跟進。
本局有組織罪案調查處跟進調查,發現涉案內地男子曾於2025年6月14日中午與一名“換錢黨”進行不法匯兌,其在收取對方94,500元人民幣轉帳後交出10萬港元現金,交易完成後雙方各自離開。同日下午,涉案內地男子發現收取轉帳的銀行帳戶遭凍結,遂相約上述“換錢黨”前往涉案酒店房間商討。6月15日凌晨,兩名內地男事主按他人指示前往涉案酒店房間交涉,隨即被涉案內地男子及其兩名男女同黨禁錮。期間兩名涉案內地男子向兩名事主追問“換錢黨”下落及要求退款,繼而奪去首名事主的手機並以之襲擊兩名事主,導致兩人受傷及手機損毀。
此外,本局人員亦查悉三名涉案內地男女自今年2月起於本澳從事不法匯兌活動,並於三人身上搜獲與犯罪有關的2.9萬港元籌碼和三部手機,以及一部屬於事主且已損壞的手機。
本局根據調查所得,分別以經營為賭博的不法匯兌、剝奪他人行動自由、普通傷害身體完整性、毀損及恐嚇等罪將三名涉案內地男女移送檢察院偵辦,並就有人在不法匯兌活動中轉帳導致他人銀行帳戶遭凍結事宜另立案卷調查。
Three mainlanders arrested for illegal currency exchange and detention
In the wee hours of 15th June 2025, the Public Security Police Force was notified that two mainland men were detained inside a hotel guest room in Cotai district, forthwith dispatched PSP officers to the scene, and transferred five involved persons to the Judiciary Police for follow up.
The Organised Crime Division of the Judiciary Police followed up on the investigation, and discovered that an involved mainland man had conducted illegal currency exchange with a “money exchange gangster” at noon on 14th June 2025. After receiving RMB94,500 via transfer, the involved man passed HKD100,000 of cash to the “money exchange gangster”, and the duo left separately after the transaction was completed. On the afternoon of the same day, the involved mainland man discovered that the bank account used to receive the transferred funds had been frozen, therefore met with the aforementioned “money exchange gangster” for a discussion inside the involved hotel guest room. In the wee hours of June 15th, the two male mainland victims were instructed to go to the involved hotel guest room for negotiation, forthwith detained by the involved mainland man and another two accomplices (one man and one woman). During the detention, the two involved mainland men pursued the whereabouts of the “money exchange gangster” from the two victims while demanding a refund, subsequently snatching the mobile phone of the 1st victim to attack the two victims, leading to wounds on them and a damaged phone.
In addition, the Judiciary Police officers also discovered that the involved mainland trio had been engaging in illegal currency exchange activities in Macao since February 2025. They were found in possession of crime-related HKD29,000 worth of chips and three mobile phones, as well as the damaged mobile phone which belonged to the victim.
Based on investigative results, the Judiciary Police transferred the involved mainland trio to the Public Prosecutions Office with the charges of operating illegal currency exchange for gambling, deprivation of other’s freedom of movement, common assault causing harm to bodily integrity, sabotage, and menace respectively. A separate dossier was also established to investigate the transfer during the illegal currency exchange activities which had led to the freezing of other’s bank account.
