冬防行動2025成效總結
為保障歲晚及春節期間的治安環境及社區安全穩定，在保安司司長領導下，警察總局統籌及協調治安警察局、司法警察局，並聯同澳門海關於2025年1月8日至2月7日期間開展“冬防行動2025”。行動採取“宣教先行，打控並舉”的方式，強調“警、民、管”三方面的通力合作，多措並舉，以切實預防及打擊罪案，保障節日安全。
行動中，合共開展651次警務行動，動用警力8,598人次，合共出動巡邏船艇累計45船次。整個行動共調查41,953名人士，當中共1,140人被帶返警局作進一步調查，其中涉及刑事案件共365宗，主要涉及毒品、搶劫、詐騙、盜竊、協助偷渡活動、為賭博的不法借貸、經營為賭博的不法匯兌等案件，被送交司法機關共464人，當中345人被採取強制措施或被即時判處刑罰，其中22人被採取羈押措施。此外，行動中亦截獲18人屬於司法機關拘留令及攔截令的對象，其中13人被即時送往監獄服刑。被遣離人數方面，共500名非本地居民須移交治安警察局出入境管制廳執行遣離程序。
同時，澳門海關亦於行動期間加強打擊走私水貨、偷渡和侵權等行為；其中針對走私水貨活動，查獲因違反《對外貿易法》而被行政起訴者共305人。行動中檢獲走私物品包括：煙草、電子煙、酒類、美妝類、鮮活食品、電子產品及瀕危植物等。
總結“冬防行動2025”達預期成效，本澳整體治安環境和市面秩序良好，在市民和社區的積極支持和配合下，各項警務工作得以有效及順利開展。隨着訪澳旅客的增長，警察總局將繼續密切留意本澳的治安形勢，適時調整執法策略和部署，及早開展相關預防行動，致力維護社會穩定，守護本澳公共安全。

Conclusion on the efficacy of Winter Precaution Operation 2025
In a bid to safeguard the public security environment, community safety and stability prior to and during the Chinese New Year, the Unitary Police Service organised and coordinated the Public Security Police Force and the Judiciary Police to launch the “Winter Precaution Operation 2025” along with the Macao Customs Service under the leadership of the Secretary for Security from 8th January to 7th February 2025. The operation adopted the approach of “prioritising publicity and education, alongside combat and enforcement measures”, emphasising the full cooperation among “the police, the public and the regulatory authorities”, while taking multi-pronged measures at the same time to practically prevent and combat crimes, as well as safeguarding the law and order throughout the festive season.
During the operation, a total of 651 police operations were launched, with 8,598 person-times of police personnel mobilised and a total of 45 rounds of patrol vessels dispatched accumulatively. A total of 41,953 individuals were investigated in the entire operation, of whom 1,140 persons were brought back to the police stations for further investigation. Among them, 365 criminal cases were involved, mainly concerning cases of narcotics, robbery, fraud, theft, assisting in illegal immigration, illicit money lending for gambling, operating illegal currency exchange for gambling, etc. A total of 464 individuals were handed over to the judicial authorities, of whom 345 were subjected to compulsory measures or immediate sentencing of penalties. Of these, 22 persons were subjected to custodial measures. Moreover, 18 persons intercepted in the operation were the subjects of detention orders and interception orders issued by the judicial authorities, among whom 13 were sent to the prison immediately to serve their sentences. Regarding the number of deportees, a total of 500 non-local residents had to be handed over to the Border Control Department of the Public Security Police Force for deportation procedures.
Meanwhile, the Macao Customs Service also stepped up its efforts to combat parallel trading, illegal immigration and infringement acts, etc. during the operation. A total of 305 persons were seized and subjected to administrative prosecution for violating the “Foreign Trade Law” in respect of parallel trading activities. Smuggled items seized during the operation included tobacco, electronic cigarettes, alcohol, cosmetics, fresh food, electronic products and endangered plants, etc.
To conclude, “Winter Precaution Operation 2025” achieved the anticipated results, the overall public security situation of Macao and the law and order in the community were favourable. Under the active support and cooperation of the public and the community, various policing tasks had been initiated in an effective and smooth manner. With the growth of inbound tourists in the city, the Unitary Police Service will continue to closely monitor the public security situation in Macao, make timely adjustments to law enforcement strategies and deployment, launch relevant early preventive operations, and is fully committed to upholding social stability and safeguarding public security in Macao.

Balanço da Operação Preventiva de Inverno 2025
Para garantir um ambiente seguro e tranquilo na quadra do Ano Novo Chinês, com a liderança do Secretário para a Segurança, os Serviços de Polícia Unitários (SPU) coordenaram o Corpo de Polícia de Segurança Pública (CPSP), a Polícia Judiciária (PJ) e os Serviços de Alfândega (SA), na realização da “Operação Preventiva de Inverno 2025”. A referida operação decorreu entre 8 de Janeiro e 7 de Fevereiro de 2025, e foi composta por “campanhas de sensibilização e operações de combate ao crime” e baseada na cooperação entre “polícia, cidadãos e empresas de administração de propriedades”, a operação visava prevenir e combater o crime, através de diversas medidas, para salvaguardar a segurança durante a quadra festiva.
No decurso desta operação, realizaram-se 651 operações policiais, para as quais as autoridades mobilizaram, no total, 8.598 agentes policiais e 45 embarcações de patrulha, foram identificados 41.953 indivíduos, dos quais, 1.140 foram conduzidos à polícia para averiguações, e destes, 365 tinham envolvimento em crimes, nomeadamente relacionados com drogas, roubo, burla, furto, prestação de auxílio à imigração ilegal, empréstimo ilícito para jogo, exploração de câmbio ilícito para jogo etc. De entre os detidos, 464 foram presentes aos órgãos judiciários, dos quais 345 foram sujeitos a medidas de coacção ou condenados, 22 deles ficaram em prisão preventiva. Além disso, 18 indivíduos foram detidos em cumprimento de mandados de captura e de detenção dos órgãos judiciários, 13 deles foram levados para o estabelecimento prisional para cumprimento imediato de pena. Na mesma operação, um total de 500 indivíduos não residentes foram encaminhados ao Departamento de Controlo Fronteiriço do CPSP, para execução do processo de repatriamento.
Durante o período da operação, os SA intensificaram as acções de combate ao contrabando, imigração ilegal e violação dos direitos de autor. Em relação às actividades relacionadas com o comércio paralelo, 305 indivíduos foram acusados administrativamente de violação da “Lei do Comércio Externo”. No decurso das referidas acções foram apreendidos tabaco, cigarros electrónicos, bebidas alcoólicas, produtos cosméticos, géneros alimentícios frescos e vivos, produtos electrónicos, plantas em vias de extinção etc.
A “Operação Preventiva de Inverno 2025” alcançou os resultados esperados, e contribuiu para a manutenção da segurança e a ordem pública de Macau. Graças ao apoio e articulação dos residentes e bairros comunitários, diversas acções policiais foram implementadas de forma eficaz e com êxito. Com o aumento do número de turistas, os SPU irão manter-se atentos à situação da segurança de Macau, ajustando atempadamente as estratégias policiais e desencadeando adequadamente operações preventivas a fim de manter o ambiente estável e seguro na RAEM.
